Stray electrical outlets

In the flowerbeds lining the parking lot outside of my workplace, there are electrical outlets. They are attached to short little poles that stick out of the ground, and they are used by groundskeepers to power electric weed whackers and the like. Presumably these outlets are always live, and they are maintained by the city. I have been trying to think of ways to put this discovery to good use. What useful thing takes lots of power and can be run in a parking lot flower bed?
It’s a baffling problem, but I am doggedly applying my vast intellect to it.
